Sandbox

Sandbox: An account limited to sending to its own verified domains until a person reviews it.

A sandboxed account may send only to a domain it has verified. The refusal is account_sandboxed. Verify the recipient domain, or file an appeal for a person to review the account.

A simulator address is how you exercise the send path before a domain of yours is verified. The sandbox is not a second product: it is this limit on who may be mailed.
