Can I keep my email data in the EU?

Partly. You choose region eu on POST /domains, per sending domain, and mail for that domain then leaves from Helsinki; the application and its database run in the United States, so the choice is where email leaves from, not where the data is stored. GET /domains/{id} returns the stored region.

Partly. You can choose where email for a domain leaves from, and you cannot choose where the account's data is stored. POST /domains takes region, us (Oregon) or eu (Helsinki), default us, and the value is per sending domain. With eu, mail sent from that domain leaves from Helsinki, Finland. The application and its database run in Hillsboro, Oregon, United States, so the message history for every domain, EU or not, is stored there. The privacy page says it directly: "You pick US or EU per sending domain when you add it; that choice is where mail leaves from, not a second copy of the history."

What region governs

region is set once, on POST /domains, whose summary is "Register a sending domain. Region is optional and defaults to us (Oregon); the stored value is returned." GET /domains/{id} returns it on every read. Domains and DNS says "It is a data-residency and egress choice; it cannot be changed later." A PATCH /domains/{id} that tries is refused with domain_field_immutable, whose catalogue message is "Name, region, and return-path cannot change on an existing domain." To move a domain's mail to the EU, add it again with region: "eu", publish the records, verify, and send from the new registration. A value outside us and eu is invalid_region: "Region must be one of us, eu."

Where the data sits

The subprocessors page lists the infrastructure locations: Hillsboro, Oregon, United States for the application, the database and US mail transfer, and Helsinki, Finland for EU mail transfer. So eu places the outbound connection to the recipient's mail server in Finland. The stored message, its events, the audit log and the account record are in the United States for every account. If your requirement is that message content never leave the EU at rest, this product does not meet it, and no field on POST /domains changes that.

The paperwork

The DPA says that where data leaves the region you chose, the Standard Contractual Clauses apply, and that the specific module and annexes are being drafted.
