Approval queue

Approval queue: Sends held for a person to approve or reject. Approving sends the held message.

A held send is recorded, not discarded. request_approval asks for that hold. There is no separate REST call that asks. A person approves or rejects it in the console under Agents, and approving sends it.

The key that asked cannot approve itself. A hold lasts 24 hours unless the send named an earlier time. The refusal is approval_required. See Loop detection for the repeat that files one on its own.
