Human action required

A key may lower its own limits. Raising budget_per_period, shortening the budget period so the same count refills more often, or clearing rate_ceiling_per_minute is a person's decision. The refusal is human_action_required.

The fix is to ask whoever runs the account to do it in the console. Retrying with the same key fails the same way. Resuming a kill switch is the same kind of decision.
