Budget period

Budget period: The window a key's send budget refills on: hourly, daily or monthly.

budget_per_period is how many recipients a key may accept inside one budget period. A new key uses monthly. The same count on a shorter window allows more mail, because the number refills sooner, and a key cannot make that change.
