Plan inclusion

Plan inclusion: The emails included in the plan for the month. A key budget cannot exceed it.

Every account starts on Free: 1,000 emails a month, 100 a day, 3 verified domain. A key's budget period count cannot be null and cannot be higher than that monthly inclusion. The refusal is key_budget_exceeds_plan.

Spending the inclusion refuses the next send with plan_limit_reached. Free also stops at the daily number. Paid plans do not add a daily cap of their own. Overage is off until you turn it on with a ceiling.
