Standing

GET /trust/standing returns the state the ladder last wrote. The states it enforces are ok, warning and paused. A legacy throttled row is re-evaluated onto that ladder; the ladder does not enter throttled.

Marketing and transactional mail are judged apart. A marketing pause refuses marketing and leaves transactional mail sending. The refusal on a paused stream is trust_paused. File an appeal from the reasons that call names.
