Full access: A key that can manage the account as well as send. It still cannot raise its own budget.

permission full_access on POST /api-keys is the key that can change domains, webhooks, contacts, templates, segments and topics, and can send. It is the key you keep. It is not the key you hand to an agent for one job.

It still cannot raise its own budget. That is human action required on every key. The narrower grant is sending access. Scopes on a connected assistant are an MCP scope, not this permission.
