retry_after_seconds

retry_after_seconds: The wait, in seconds, on a refusal that waiting can cure. Absent when waiting cannot.

A retryable refusal includes retry_after_seconds. Wait that many seconds and send the same request again. A rate ceiling refusal is one of these.

A refusal that waiting cannot cure omits the field. Do not invent a wait for it. Read the fix field: that sentence says what to change.
